REORGANIZATION MEETING
JANUARY 2, 2011

The reorganization meeting of the Jefferson Township Board of Supervisors was held on Tuesday, January 4, 2011 at 7:30 p.m. at the Jefferson Township Municipal Bldg., 487 Cortez Road, Jefferson Twp., PA.

Call To Order: Meeting was called to order by Chairman Lester L. Butler, Jr.

PLEDGE TO THE FLAG WAS GIVEN.

A motion was made by John H. Patterson, Jr. seconded Paul T. Thomas by to appoint Coleen Watt Acting Chairman. Aye carried.

ROLL CALL: Lester L. Butler, Jr., John H. Patterson, Jr., Paul Thomas, Coleen Watt, Donald P. Dolan

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Lester L. Butler, Jr. Chairman. Aye carried.

Acting Chairwoman Coleen Watt relinquished her chair and Chairman Butler gave her a vote of thanks.

A motion was made by Paul Thomas seconded by Lester L. Butler, Jr. to appoint John H. Patterson, Jr. Vice-Chairman. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Coleen Watt Secretary/Treasurer. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Don Wilkinson Agency Tax Collector. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint Donald Dolan Solicitor. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Donald Wallace, Roadmaster. Lester L. Butler, Jr. abstained. He and Mr. Wallace are related. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint all three Supervisors assistant roadmasters. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to increase the wages 3% and to keep 7 paid holidays. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to give all full time employees 14 paid sick/vacation days per year. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint Building Inspection Underwriters as the Township’s third party inspection agency. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint Ronald Motacki, Zoning Officer. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint Civil Design Partners as the Township Engineer. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Homer Butler, Sewer Enforcement Officer. Lester L. Butler, Jr. abstained because Homer is his brother. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Thomas Milewski, Alternate Sewer Enforcement Officer. Aye carried.

A motion was made John H. Patterson, Jr. by seconded by Paul Thomas to hold the Township meetings the first Monday of each month at 7:30 p.m. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint Coleen Watt elector to fill the vacancy board. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint James P. Phillips, Jr. Chief of Police. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Michael Milewski Assistant Chief of Police. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Carl Evarts Patrolman. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to increase police wages 1.00. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to send Supervisors, Secretary, Solicitor, and interested employees to state convention. Township to pay meals, mileage, room and other incidentals. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint Lester L. Butler, Jr. delegate to the state session. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to make Pennstar and PLGIT bank depositories. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Ted Zeiler to the Jefferson Township Sewer Authority. Term to expire the first Monday in January 2016. Lester L. Butler, Jr. abstained stating a conflict because he is employed by the Authority. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to reappoint William Nicolais to the Jefferson Township Planning Commission term to expire the first Monday in January 2016. Aye carried

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to reappoint Gene Metschulat to the Jefferson Township Planning Commission term to expire the first Monday in January 2016. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to reappoint Rollin Keilsing to the Jefferson Township Zoning Hearing Board. Term to expire the first Monday in January 2016. Aye carried.

A motion was made by John H. Patterson seconded by Paul Thomas to appoint Joseph Norvilas to the Jefferson Township Zoning Hearing Board. Term to expire the first Monday in January 2012. Aye carried. Joe filled a vacancy left by Charles Sardo

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Doug Smith as an alternate to the Zoning Hearing Board. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to reappoint Geoff Blake Zoning Hearing Board Solicitor. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint Homer Butler Emergency Management Coordinator. Lester L. Butler, Jr. voted no. Aye carried.

A motion was made by Paul Thomas seconded by John H. Patterson, Jr. to appoint Barbara Janus to the Recreation Board. Term to expire the first Monday in January 2016. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to appoint David Durkovic Director of the Jefferson Township Planning Commission. Aye carried.

A motion was made by John H. Patterson, Jr. seconded by Paul Thomas to cover the Fire Company and Ambulance with workers compensation coverage for the year. Aye carried.
